NOUN was established by an Act of the National Assembly in July 1983 under former president Sheu Shagari.

The NOUN Act was resuscitated in 2002 long after it suffered suspension in 1984.

The Headquarters of NOUN is located at 14-16, Ahmadu Bello Way, Victoria Island, Lagos.
